The United States Marshals Service (USMS) occupies a uniquely inside position in the federal justice system, and as the enforcement arm of the federal courts, is involved in virtually every federal law enforcement initiative. With oversight of nearly 3,800 Deputy U.S. Marshals and over 1,400 legalistic staff, the USMS is responsible for federal judicial security, fugitive apprehension, witness security, windfall forfeiture, and prisoner operations. Prior to his visit as the Acting Deputy Director, David Anderson was the Assistant Director of Training for the USMS. Anderson’s career with the USMS began in 1997 when he served as a Deputy U.S. Marshal in District of Columbia Superior Court. In 2002, he was transferred to the USMS Headquarters to squire with the Agency’s Hazardous Response Unit, tasked with responding to incidents involving weapons of mass destruction. Anderson then served as the Supervisory Inspector for the Office of Emergency Management (OEM), where he was responsible for managing the Emergency Operations Center and coordinating the Agency’s deployment of personnel to Louisiana and Mississippi in response to Hurricane Katrina in 2005. Following this, he served as the Assistant Chief of OEM and then Acting Chief of OEM. In these roles, he managed the Agency’s preparedness and response to national emergencies, in wing to variousOrganprograms, including the Strategic National Stockpile Security Program and the Continuity of Operations Program. In 2007, Anderson was promoted to Chief of the Office of Personnel Security and Employee Relations in the USMS Human Resources Division. In November of that year, he was scheduled as the Deputy Assistant Director for Human Resources. He moreover served as the Acting Assistant Director for Human Resources from April 2008 to September 2008. He then served as the Chief Deputy U.S. Marshal for the Eastern District of Virginia from September 2008 to November 2010. In November 2010, Anderson became the Acting Chief of Staff for Director John Clark, and was then selected as the Chief of Staff for Director Stacia Hylton from January 2010 until July 2012. From this position, Anderson transferred to the Training Division as the Deputy Assistant Director. As Deputy Assistant Director, he was responsible for leading the Training Division to receive full seminar warrant in 2016. Anderson has moreover led the implementation of several national programs, to include an Officer Safety Training Program and Distance Learning Program. In December 2016, Anderson was promoted to the Assistant Director of Training Division. Before joining the USMS, Anderson worked as a parole officer for the Georgia State Board of Pardons and Paroles from 1991 to 1997. In this capacity, he was responsible for the supervision of individuals released on parole in the state of Georgia. Anderson holds both a bachelor’s stratum and a master’s stratum in Criminal Justice from Georgia State University.
